Trump's Progressive Warning Overlooks Europe's Real Threat: Technological Decline.

The recent US security policy document offers a misguided assessment of the European Union. It claims that unrestrained immigration and so-called "progressive" agendas pose an grave threat to the continent's identity. However, this argument is based on a serious misinterpretation of the reality. The true danger confronting Europe is not cultural but economic and technological lag.

The Stark Growth Gap Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% increase for the European Union. Over this time, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like Italy and France.

Currently, about half of the global 50 largest tech companies are American, while only four are European.

The Technological Shortfall: A Critical Question

The growing disparity stems from superior productivity growth in the United States, largely due to breakthroughs and better use of resources. The landscape of world technology leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity prompts a vital question: In the race for future industries like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a true unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a product under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was historically viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are causes for optimism. Policymakers are growing more conscious of the severe threat and have started to advance substantial change. Key reports on European competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe retains significant advantages: skilled workforce, top-tier schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
